What it does
The bill creates a Prescription Drug Price Regulatory Commission. This group would set fair prices for all approved drugs. The Secretary of Health and Human Services would enforce these prices. Drug makers must sell at or below these prices. They sell to patients, pharmacies, hospitals, and doctors. Makers who overcharge pay penalties up to 10 times the overcharge. The government gains power to take over drug patents. It can use the Defense Production Act if supply runs short.
