What it does
The bill changes the Arms Export Control Act. It lets six allied countries buy certain U.S. weapons and send them to Ukraine right away. These weapons include 155mm artillery shells and HIMARS munitions. Normally, the State Department must approve each transfer. Under this bill, the allies need Ukraine to promise in writing. Ukraine must not send the weapons elsewhere without the President's okay. Congress finds out after the transfer happens, not before. The rule lasts until 2030. It can be extended each year if Russia keeps invading Ukraine.
Who it affects
The bill affects Ukraine, which gets weapons faster. It affects six countries: NATO allies, Australia, Japan, South Korea, Israel, and New Zealand. These countries can buy and transfer weapons more easily. It affects Congress, which loses the power to approve these transfers before they happen.
One thing to notice
Congress approves weapons transfers before they happen in most cases. This bill lets the President approve them after they happen instead.
