What it does
This bill lets low-income people in Puerto Rico and U.S. territories get help paying for prescription drugs through Medicare. Right now, only people in the 50 states and Washington, D.C. get this help. The bill also changes how Medicaid money goes to territories starting in 2027. It uses the poverty line from the 48 mainland states. This line decides who gets help in all territories.
Who it affects
Low-income people in Puerto Rico and U.S. territories who have Medicare will pay less for drugs. Territorial healthcare systems will get more federal Medicaid money.
One thing to notice
The bill uses mainland poverty numbers for all territories. Territories may have different costs for living. Medicare drug help starts January 1, 2027. Medicaid money changes happen when the bill passes. This creates a gap between the two.
