What it does
The bill lets the U.S. State Department make a deal with Sudan. The U.S. would send farming equipment, mining tools, and help. Sudan would send back minerals like gold, uranium, and chromium. The deal only happens if Sudan's government shows it protects people better. No money is set aside yet. The Secretary of State would work out the details.
Who it affects
Sudan's government would need to prove it is doing better to get the deal. U.S. companies that make farming and mining equipment could sell more. U.S. industries that need minerals like gold and uranium could get them from Sudan.
One thing to notice
The bill does not say what happens if Sudan stops protecting people after getting minerals. The Secretary of State gets a lot of power to decide what equipment counts and make the deal.
