What it does
The bill sets up a federal program that gives money to U.S. makers and farmers harmed by tariffs. Businesses can get refunds, loans, or credits if they prove tariffs hurt them. To get help, companies must keep making things in the U.S. and keep their workers. The program ends in five years unless Congress votes to keep it going.
Who it affects
U.S. manufacturers, farmers, and workers hurt by tariffs can get relief. Customers still pay higher prices because of tariffs. Small and medium-sized U.S. businesses get priority for 35 percent of the help.
One thing to notice
The program lasts only five years. If tariffs stay in place after that, businesses lose the help.
