What it does
Drivers must prove they can work legally in the U.S. before getting a commercial driver's license. They must also speak English well for safety. The bill stops companies from hiding by changing their name to avoid safety rules. It punishes rule-breakers more harshly. It stops foreign truck companies from picking up and dropping off cargo inside the U.S. States that do not follow these rules lose 10 percent of highway money.
Who it affects
Truck drivers and trucking companies are affected. States that give out commercial licenses are affected. Foreign truck companies that want to work in the U.S. are affected.
One thing to notice
The bill ties getting a truck license to proving legal work status. It withholds highway money from states that do not enforce the new rules.
