What it does
The bill sets up a 5-year pilot program. The VA will lend money at 1% interest to rural veterans. Veterans can use loans to buy land and build houses. The VA will pay permit fees and teach construction skills. Veterans must use VA-approved blueprints and domestic lumber. If a veteran sells or rents the home before 24 months, the VA can speed up loan payment. Military deployment, medical hardship, or other unavoidable circumstances may waive this.
Who it affects
Rural veterans can get low-cost loans to buy land and build homes. The program gets $5 million in funding for fiscal 2027.
One thing to notice
Two named lawmakers design the blueprint standard all rural veteran borrowers must use. The VA must issue permits within 45 days or override state and local rules.
