What it does
The bill lets HUD give low-interest loans and grants. The money goes to owners and buyers of old affordable housing. Anyone who gets money must keep units affordable for 30 years. They must find at least 20% of the money from non-federal sources. HUD can waive this rule. HUD's costs to run the program are also funded.
