What it does
This bill stops people from breeding dogs to sell to research labs. Research labs cannot buy or use dogs bred for that purpose. Labs must offer their dogs for adoption instead of killing them. The USDA can take away licenses from violators. Violators pay fines up to $10,000 per dog. Repeat violators pay up to $40,000. The law starts 180 days after Congress passes it.
Who it affects
Research labs and dog breeders must stop this practice. Animal shelters and rescue groups may get more dogs to place in homes.
One thing to notice
The law only stops new breeding going forward. Dogs already in research when the law starts are not affected.
