What it does
The bill tells the Department of Transportation to write rules within 270 days. Airlines must prove their fees for changes, cancellations, and bags match their real costs. Airlines must prove their fees for seat picks and priority boarding match real costs. Kids under 14 can sit with parents for free. The rules get checked every three years.
