What it does
The bill gives $15 million each year to five school districts. These districts and early childhood programs are in low-income areas. Programs teach kids to read and learn in English and one other language. Teaching starts in preschool and goes through fifth grade. Money pays for setting up programs, training teachers, making lesson plans, and checking if they work.
