What it does
The bill sets up a 3-year test program. The VA will pay dentists in the community to give dental care to rural veterans. Rural veterans who cannot reach VA dental clinics become eligible. The dentists can be nonprofits, health centers, dental schools, mobile clinics, or private practices. The VA will make a public list of dentists and report to Congress.

Rural veterans gain access to dental care they could not reach before. Homeless veterans signed up with the VA also become eligible. Community dentists and health centers get paid to provide the care.
