What it does
The bill sets new rules for complaints against federal circuit court judges. Complaints must go to a different circuit to avoid bias. Judges can be suspended for at most two years. The judicial system must tell Congress when it punishes a judge. Judges and complainants can appeal suspension orders to federal appeals court. Appeals are allowed if the suspension lasts more than one year.
