What it does
This bill lets any citizen sue in federal court. They can challenge how a state redraws its congressional districts. A three-judge panel in the state capital hears the case fast. If the court finds the map breaks federal law, the state must fix it. If the state does not fix it in time, the federal court draws a new map.
