What it does
Each state must use a group to redraw voting maps. The group has equal members from both major parties and unaffiliated voters. Maps need two-thirds of the group to agree, with at least two-fifths from each party. If the group fails, the state's highest court picks people to draw the maps. The bill stops legislatures from drawing maps. It requires public meetings and starts after the 2030 census.
