What it does
The bill says states can only redraw congressional district maps once every ten years. States must wait until after the next census before they can redraw maps again. Courts can order a redraw only if a map breaks the Constitution or federal law. Any court-ordered redraw must make as few changes as possible to the old map. The rule starts after the 2032 election.

Voters lose the power to force a map redraw through state courts or ballot votes for ten years. Only federal courts can step in. Someone must file a lawsuit within 365 days. This helps groups with lots of money more than grassroots groups.
