What it does
This bill removes a law that lets the President add tariffs without Congress. It cancels all tariffs the President imposed under that law. The bill requires the President to pay back tariff money already collected. Congress would have to approve any new tariffs instead.
Who it affects
Importers and stores would get refunds of tariff money paid. Consumers might pay less for goods. Workers and factories in the U.S. that were protected by tariffs could be harmed.
One thing to notice
The bill does not say where refund money comes from. The bill does not stop tariffs imposed under other laws.
