What it does
The bill gives the President power to freeze money and block deals. It targets people and companies in China, Hong Kong, and Macau. These targets make or sell fentanyl and fentanyl chemicals. The President can stop banks from working with them. The bill gives 180 days to put these rules in place. Congress gets to watch what the President does.
