What it does
The bill removes a federal cap on tax-exempt bonds. States can now issue as many of these bonds as they want. Tax-exempt bonds lower interest rates for borrowers. Bond holders do not pay federal taxes on the interest.
Who it affects
First-time homebuyers may get cheaper mortgages through these bonds. States and cities that issue the bonds are affected. All taxpayers are affected because tax-exempt bonds mean less federal tax money.
One thing to notice
Richer states with better credit may issue more bonds. Poorer states may issue fewer bonds. This could make homeownership easier in some places and harder in others.
