What it does
Anyone who gets a pardon must report large gifts they gave to the President. They must report gifts, payments, or help worth $10,000 or more. Reports are due within 90 days. Then they must file reports each year for four years. The bill makes it a crime to give something to get a pardon. Prosecutors get 10 years instead of 5 years to bring charges. Breaking the rules means fines up to $50,000 or prison up to 5 years.
