What it does
The bill tells FEMA to start a grant program with $70 billion. The money comes from cutting unspent ICE funds. States, cities, nonprofits, and tribal governments can apply for grants. Grants pay for building or buying homes, running shelters, and paying rent. Grants also pay for case managers. The money cannot be used for immigration enforcement.
