What it does
The bill lets census tracts with closed military bases become qualified opportunity zones. These are special areas that get tax breaks for investors. Normally, only poor areas can be opportunity zones. This bill skips that rule for military-base areas. Each state can pick more opportunity zones if it has military-base tracts.
